Rep. Holguin got to bring up the city manager form of government being put on the charter amendment slate at today's council meeting. He was not successful in getting it put on the ballot, but he was literally a breath away.
I had told you that the city manager form of government would be voted out by voters at a pace of 20 to 1 in the charter. Those who desire corrupt government have made their desire for the "old days" known to the public and they are buying their bullshit. Had the mayor been there today he would have broken the tie for Holguin and city manager form of government would be gone in a few short months.
How did the vote get that close? Who on council wants to usher in corruption? That would be Dr. Noe. He voted to put the single most valuable part of city government into the hands of an angry, uninformed electorate. One can only assume he wants corrupt government.
It's a very sad day for El Paso... the voting bloc has turned. I expect Noe to start voting against baseball and everything else Holguin has added to his race war. A sad day indeed.

David,I guess you have a problem with,"retain control over the instruments they have created". From what you have posted you do not support,"constitutional form of representative government", but what is better know as a,

Well,David you sure the hell have this at the City of El Paso and your still bitching when members of the Oligarchy does no play well with each other.I guess what Dr.Noe and a few others at the city have doneis they have became free lance representative government, where individuals,elected by the people, some appointed,goes out and act as defacto lobbyist at the same time acting as an agent of government.

I do not believe Dr. Noe has any interest in corruption. I think he has a belief that if voters want it on the ballot then put it on there.
The problem is there has not been an outcry from District 1, 2, 5, 7 or 8 to do this. Acosta had about 4 people say they wanted it and God knows what Carl and Holguin's district says - you can't believe anything they say anyway.
The Charter Review Committee had no one bring the subject up until January 28th. Stan Roberts spoke about doing that. The Committee did not make a motion to put it on the ballot. Despite what the crazies say there is not an overwhelming desire to re-visit the Council-Manager form of government.
I agree with Bryd and Ortega - the idea was presented because of the absolute hatred the crazies have for Joyce Wilson. It is personal - has nothing to do with government.

You said in another post that Holguin would not want the strong mayor structure with Ortega as the strong mayor. So why did he move to put the CM issue on the referendum?
BTW, I support the CM form of city government but am no fan of Wilson since reading the emails that,IMO, showed her literally taking dictation from the Mountain Star pimps and not exercising her power to cut the best deal for the taxpayers, who will now subsidize the private sector team to the tune of $100MM.
I agree with you that the local electorate generally don't know crap, but you are wrong about the electorate that has fought the stadium. We are very well informed because we read the emails and chose to believe what we read versus the PDNG mindf*ck. We see our CC and CM as the representatives now of a shadow government that despises transparency and wants the City to be the arbiter of what TORA means. Expect more resisitance to the PDNG occupation of city government.

Again - you don't change the form of government because you dislike the person that has the CM position. If rotten peppers and all the crazies so hate Joyce - then instead of baiting Holguin to put the CM form of government on the ballot - why didn't you push for him to place an agenda item to fire the CM? Because when the current CM retires and another one comes in the same crazies will make wild accusations that the CM is in the pocket of whoever they chose to dislike.
BTW PDN no longer exists - nor does REDCO. They have combined forces so - quit complaining about PDN - it no longer exists as an organization.
I predict Rotten Peppers that if Pope Benedict came to El Paso to be City manager you would bitch about him too. Probably complain about his prayers (emails) and "connections" to God.

The Borderplex Alliance will probably be slurping from the public trough soon, too. Just wait and see. The Fosterwood blood funnel into the tax base has not been satiated yet, IMO.

Lslsls, I agree about Noe. He was speaking against it, so his vote was shocking. I think he tries hard to do the right thing but doesn't think everything through.
I do not think the voters are dumb enough to do away with the city manager form of government, even if they dislike Wilson. I am angry because we voted in 2004 FOR the city manager form of government. It is too soon to ask again. Wardy did not want to step aside when the city manager was hired, and it irritated me to no end. He thought he was king of El Paso.
