One of you eagle-eyed commenter/reader pointed out that I had written that Rep. Holguin didn't originally bring up the city manager issue for placement on the charter because he was scared of Rep. Ortega being a powerful mayor. The commenter was/is right - I did say that. However, my account of yesterday's near miss has a caveat that keeps my original premise true.
I think Holguin brought up the city manager item again so his band of freaks and Carl Robinson could spend an hour shitting on Joyce Wilson for fun. You need to remember - demeaning, demoralizing and demonizing strong women at the city is certain council members' favorite pastime. Holguin figured he didn't have the votes to actually put the item on the ballot, so he'd just take some batting practice with Wilson's character as a consolation prize.
When the vote was called and Dr. Noe turned into Dr. Evil right in front of our eyes, Holguin was very close to having his worst nightmare become a reality. Anddddddd....... it's would have been worse than you, or he, could imagine.
Let's say the mayor was there and for shits and giggles he breaks the tie and put the item on the charter election ballot and the gullible voters decided to go back to strong mayor form of government. I bet you'd guess at that point that we'd get to chase Joyce Wilson to the edge of town with rakes and pitchforks. It would be a community effort to warn other smart women to either leave El Paso or learn to shut up and butt out. We don't need no educated broads around here prancing around embarrassing our proudly uneducated men. El Paso will not stand for that shit!
Well, I have news for you - that's not how things will go. As I've written before - El Paso is going to spend $1 million to get rid of Joyce Wilson. She's going to laugh all the way to the bank while you're still bitching about the $2 a month you have to pay so that your grandkids have a decent park to play in when and if your kids ever visit you in Hellpaso.
Do you know what's worse? Ortega will be mayor and need a right a man woman who knows how the city works. He'll just roll over Wilson's contract to be his city executive. So, not only would Holguin have to deal with Steve Ortega being King of El Paso, he'd have to swallow the fact that Joyce Wilson would have more power and only have to answer to the King. Council could whine, bitch and throw any amount of tantrums they want, but in strong mayor form of government the city executive works only for the mayor.
I personally think that would be hilarious. Many of you do too.

A note on the "uninformed electorate."
I didn't coin that. The Four Names Allala crowd insinuated that El Paso's voting class was too stupid to realize they were voting for something that would harm them with the bond issue and HOT increase. I was just agreeing with them. They fired the first stupid voter shot in the war of electoral idiocy.
Byrd was right (one of the very few times she is). This was not about the city manager form of government. It was an attack on Joyce Wilson. How idiotic the cry to do away with a city manager form of government? Do these people not remember how horrible it was when there was no one to reign the politicians in? Joyce is gone in a year. Someone new will come in. Much better than having a Holguin, Ortega, Acosta, etc. in charge.
Stan Roberts is a hateful, vindictive old man that needs to go retire in Florida. Did you catch his comment that he should be allowed to speak longer than the allotted time because he is a former city representative? He doesn't understand the word FORMER. He was a horrible city rep and NE suffered for it. He is so jealous of the good Cook did as the NE city rep. He runs around lying and badmouthing Cook at every opportunity. He is an embarrassment.

This is why El Paso should NEVER go back to only the mayor and council running things:
