This section kills your abuse claim!
Just because some in office and their supporters do not like others asking public records on issues does not qualify as abuse. In addition there are guide line for repetitive request with clear instruction to how to deal with them.
Then again lets educate the people to their rights to open records in Texas. Here is the Handbook.


And here is the government law Chapter 552 that covers it.

Sec. 552.001. POLICY; CONSTRUCTION. (a) Under the fundamental philosophy of the American constitutional form of representative government that adheres to the principle that government is the servant and not the master of the people, it is the policy of this state that each person is entitled, unless otherwise expressly provided by law, at all times to complete information about the affairs of government and the official acts of public officials and employees. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created. The provisions of this chapter shall be liberally construed to implement this policy.
(b) This chapter shall be liberally construed in favor of granting a request for information.

D. The Requestor’s Right of Access
The Public Information Act prohibits a governmental body from inquiring into a requestor’s reasons
or motives for requesting information. In addition, a governmental body must treat all requests for
information uniformly. Sections 552.222 and 552.223 provide as follows:
§ 552.222. Permissible Inquiry by Governmental Body to Requestor
(a) The officer for public information and the officer’s agent may not make an inquiry
of a requestor except to establish proper identification or except as provided by
Subsection (b), (c), or (c-1).84
(b) If what information is requested is unclear to the governmental body, the
governmental body may ask the requestor to clarify the request. If a large amount
of information has been requested, the governmental body may discuss with the
requestor how the scope of a request might be narrowed, but the governmental body
may not inquire into the purpose for which information will be used.
(c) If the information requested relates to a motor vehicle record, the officer for public
information or the officer’s agent may require the requestor to provide additional
identifying information sufficient for the officer or the officer’s agent to determine
whether the requestor is eligible to receive the information under Chapter 730,
Transportation Code. In this subsection, “motor vehicle record” has the meaning
assigned that term by Section 730.003, Transportation Code.

Yep you are a good example of why open records laws are violated so much in El Paso you do not care to understand the process and can't be bothered. People like Vero and other elected officials in El Paso know most are lazy asses to their duty as the master,the citizen over the servants and do not care to get off their lazy asses to do anything in regards to their own governance but bitch their asses off when government goes off into the shitter.
Fact the attempt to undermine open records has been going on for several years now by members of the CCC and their staff with a push by Holly Lytle assistant county attorney but you and others wouldn't know this fact because you have been a sleep, texting bull shit to each others, scratching your behinds and picking your noses and can't be bothered to do your duty has a citizen.Yep let some one else deal with it! Then you can understand why El Paso county and city government is so fucked up.

Yep you got it but if you did not ,by no means telling you what to do what so every,maybe you need to move to the Kids corner. Seems some are so damn dense in El Paso that can figure out how government is operating in their county and city and seems only shocking them makes them remotely wake the hell up.
Been telling people this non-sense been going on for at least three years. Vero and CCC members are only following what they are being told out of the county attorney's office lead and cooked up by Holly Lytle with the blessing of Bernal. Get freaking real for change! David K and Jaime are only catching on at this late date!

Don't pull it all on Godmother of El Paso. These people were slimey before she appeared. She just helped them along and provided the finer points of "who gives a damn what the peons think". The peons are so stupid they will follow like El Paso pigeons begging for scraps.

David, file an open records request for copies of the open records requests and then publish them so we can all see what was being asked about.
